Have you been able to check if the fan is free to turn?
When water gets into the speed controller it sets up corrosion around the gate drive to the power FETs so the fan tends to be permanently on but it could affect the circuit in many ways.
If the fan is free then look for another controller from a scrapper...must have climate, not manual controls. If the fan feels tight go for the whole fan assy, its likely that the motor shaft is rusted and would be noisy even if you freed it off.
Ahh glad to know its coming out where it should be (chassis rail)...

Im gonna have to pop down local garage and get the MOT guy to have a butchers....the fan is accesed when the glove box is removed,is that correct.?
If so i"ll pull it out and let him have a fiddle....i"ll point out what you guys have said so fingers crossed.
