Why would a 2.5TD 'meg have a starting problem when there is less than 20 litres of fuel in it?

When the car has 20 or more litres, it starts instantly.

less than 20 litres, and it cranks over for about 5 seconds before spluttering into life.

any ideas???

Soudns like a pickup pipe problem (blocked or bent strainer) or air getting into the fuel system.....
