Just to clarify then....
ANPR = Automatic Number Plate Recognition.
The term "ANPR" came about (and is generally accepted) as being an old bill thing for checking insurance, license, MOT, tax.
Petrol stations will NOT have access to any of this info, the best they can do is build up their own database based on cars that have made off without payment.
The system was flawed from day one, because you simply cannot stop number plates being made/issued without proof of ownership.
