Amount of handbrake travel comes into play. I would fit new shoes then adjust so that handbrake is tight after 4 clicks.

yep done that, with hand brake on and in first gear stalls engine, but when he puts it on rolling wheels it fails on both sides, there is 4mil gap on hand brake cable so it just moves on the bolt nut says 1mil is the minimun on shoes but there is 3mil left on them, he said there is no problem with the cable torque its the shoes but its got me baffled.???
