fitted new engine and pump. It start 1st click of the key but after 15 - 20 seconds it starts smoking badly any ideas. But no smoke when it first starts

oil on the exhaust manifold if is should burn off after awile.

THe fuel heater in the fuel filter housing a)is the plug on the fuel filter housing plugged in.b)is the fuse ok.c)does the heater work.  Thumbs Up!
