Some pads just squeal, including trade club pads. Could just be the quality of the pad material, or the pads osilating if they don't seat perfectly in the caliper. Corrosion on the piston to pad surface may cause a high spot and the pad rocks in the caliper at such a rate as to squeal. Some I've seen the paint on the pad back had cracked, corrosion set in and then the paint swelled up from the rust underneath. The pad then wobbled in the caliper when inspected. Stop the wobble, pad seated correctly, mo more sqeal. But only one of the four pads squealed in that instance...
Decent shims can help, made from softer material (similar to copper for example) absorbs the resonance.
