First two numbers are the week of manufacture, second two are the year.

Aug 2011 at 22:32 The spare wheel tyre had a manufacture date of 2002 and its brand new looking...I would agree though that generally tyres are put on cars, the cars are used and so the tyres dont last more than about a year or 2...although regularly much less

Yes they are it's a 3digit code normally in a oval after the letters DOT. If it has a small triangle in front of the 3 digit code then it was made in the 80s if there's no mark then it was made in the 90s. Same meaning though the first 2 nos are the week and the last no is the year.
