A category C vehicle must have passed a VIC check, this is another requirement.
Best thing to do is to phone the MIB (Motor Insurers Bureau) and they may well tell you the insurer at the time, you then contact them and ask. I have had to do it in the past and worked fine 

I have not long bought a cat c 7 series, it was mot'd in Nov and written off 2 weeks later. VOSA reccomend it is re-mot'd but can't force you to have it done. You should be able to get a duplicate mot easy enough but the buyer will not get a log book until the VIC check has been passed so it can't be taxed either.

I have bought two cat c cars now and put them back on the road it must have a vosa check before it goes on the road you can drive it to the vosa station but it must have a current mot,
if you log onto dvla website and do a vehicle check it will tell you that the vehicle must be inspected,As far as trying to find out the damage the best way it to contact the previous owner and ask them, After it has had a vosa check they will send you a new v5 no charge and on the v5 it will say that the vehicle has had substantial damage and was inspected and passed fit for the road, Hope it helps by the way the last cat c i bought an 04 megane only needed a windscreen door mirrors and door glass you can get a bargain if you look,
Forgot to say as soon as it has had a vosa check you can tax it you don't need a log book vosa will give you a form to take to the local tax office, if the car is a cat d you can't tax it without a log book.
